Don't really know any more. If someone chooses to take 3 star in a short boat, that's absolutely fine - they simply have to prove they can carry out out each part of the test in that boat.

If they can't demonstrate the skills because their boat is unsuitable they will fail and will deserve to fail. If they can do everything asked of them, they will pass and will deserve to pass.
